For once I don’t know what Halfords could have done to stop this happening apart from closing and locking all the doors each and every MOT which is just not practical. The scrote was clearly willing to challenge or tackle the mot tester so perhaps we should issue testers with large iron bars with spikes on to defend themselves!. as for cctv . do we really want to be watched every second of the day ? and what good would it have done ?

DVSA rules state you are not allowed to record cctv images of an MOT test, only a direct unrecorded feed to a viewing area is acceptable.

A clearly identified weatherproof public waiting room or area from which the whole test can be directly observed without interruption, except for road testing (room for 2 seated people is considered sufficient)

A mirror or camera relayed images may be acceptable if all parts of the test can be observed as it would from an enclosed viewing area with window. Consideration should be given to the quality of image produced during variable light conditions.

The use of recording equipment (CCTV) is unacceptable – the observation room or area should be identified by a notice and floor markings if applicable. There should also be a notice in reception indicating the presence of a viewing area.

You are only allowed to use camera relayed images as a direct feed to a viewing area from the MOT bay, you are not

allowed to record an MOT test.
    From DVSA requirements manual

Why complain to the Chief Exec of Halfords ? It’s not their fault.

I assume that Halfords have liability insurance to cover this eventuality. After all the car was in their care at the time so it’d be unreasonable (as I see it) to expect the car owner to bear the loss claim excess.
