How can it be a civil matter when the van has been stolen ?

We are £6000 down due to Les Crofts/lynch or whatever he calls himself nowadays as the result of a similar scam.
Police not available to help nor the fraud office . How can this man repeatedly set up new companies that fail and he waltzes off with customer’s money?
I would really like to find his whereabouts.
