Blackburn Tyre garage denied rebuild due to resident concerns and parking issues

Proposals to demolish and rebuild a “dilapidated” tyre and MoT garage in Blackburn have been rejected by planning authorities. Mr. Mohammed Aslam submitted a plan to Blackburn with Darwen Council for changes to his A1 Tyres premises on Clarendon Road.

The plan involved demolishing the existing building and constructing a new one for an MoT garage and tyre fitting service. The site previously had planning permission for a larger replacement building without the MoT element, but this plan was never implemented.

Mr. Aslam argued that the new development would improve the site’s appearance and utilize a previously developed area.

However, the council rejected the application due to concerns about the impact on nearby residents. The planning officer’s report cited potential issues with noise, odor, parking, and traffic congestion. The report also noted objections from residents on Clarendon Road and Victoria Close, who expressed concerns about:

  • Increased traffic, safety hazards, and parking problems.
  • Noise and air pollution from the garage.
  • The development’s incompatibility with the residential character of the area.
  • Potential environmental impacts from chemical spills affecting waterways and wildlife.

In addition to resident concerns, the planning officer noted that the application lacked sufficient evidence regarding parking and servicing arrangements. The potential increase in on-street parking was deemed to pose a risk to the safety and efficiency of traffic flow.
