A County Durham man has appeared in court facing accusations of fraudulently issuing Ministry of Transport (MOT) certificates without carrying out the necessary vehicle tests. Keith Fox allegedly issued MOT certificates to motorists in Durham on various dates in 2024 and 2025 without performing the prescribed inspections.

Mr Fox, 37, of Dunelm Court, Brandon, Durham, appeared at Newcastle Magistrates’ Court on Friday morning, facing 55 counts of fraud by false representation. He is accused of dishonestly making a false representation by issuing MOT certificates without conducting the MOT tests as mandated by the Motor Vehicle Tests Regulations 1981, with the alleged intention of making a gain or exposing others to a risk of loss.

Greg Butcher, representing Newcastle City Council, informed the court that the defendant is involved in multiple allegations of fraud related to issuing MOT certificates without performing the required tests within the motoring industry. Mr Fox was not required to enter any pleas during the hearing, and the case was adjourned to a later date.

Mr Fox has been granted unconditional bail and is scheduled to appear at the same court again on Friday, 20 June at 2pm.

  1. I would like to say I own and Mot repair garage. My point is the issueing of a false mot would relate to the vehicle owner knowing off defects but intends to sell the car on.So dodgy garage mot man gets his £50 ? Owner of defected vehicle then sells it on let’s say to a single female parent with 3 baby girls who then travel down a dual carriageway and the defected not mot tested checked wishbone ball joint or track rod pops out and the vehicle career’s through the central reservation and boom 4 dead minimum. He got his £50 though so he’s ok .
