A traffic camera installed by Enfield Council on Bull Lane has generated over £8 million in fines within a year, sparking controversy among local businesses including an independent garage. The camera, designed to enforce bus-only access, has been criticised for its aggressive enforcement and negative impact on local businesses.
Lucas Stavrinou of Demitris Motor Repairs, an MOT centre next to the gate, went so far as to suggest he feared the camera was positioned to ‘maximise fines’ as it was placed conveniently near North Middlesex University Hospital and the Tottenham football stadium.

Many have expressed frustration at the high number of fines issued, particularly given the potential for confusion.
Local businesses have also suffered as a result of the camera. Customers are avoiding the area due to the risk of fines, leading to a decline in footfall and revenue. Some businesses have even been forced to reduce their employee count.
While Enfield Council maintains that the camera was installed to promote active travel and improve road safety, critics argue that it has become a tool for generating revenue rather than improving traffic flow. The council insists that it has engaged with the community and made adjustments to the scheme.
However, many believe the camera’s location and strict enforcement have had a disproportionate negative impact on local businesses and motorists.
