Plans for a new tyre processing plant in Swansea are likely to be rejected after nearly 1,000 people objected to the proposal. Tyregen UK Ltd had applied for an environmental permit to process around 7,650 tonnes of waste tyres annually at the Westfield Industrial Estate in Waunarlwydd.

The company’s proposed method, known as pyrolysis, would separate the oil and black powder from the tyres for recycling. Tyregen UK stated that the process was not incineration and that no tyres would be burned. However, the plan drew significant public opposition, with 975 people submitting objections and only one letter of support.

In a draft decision, Swansea Council announced its intention to turn down the permit application. The council’s refusal is based on what it considers “insufficient technical competence” and “inadequate environmental management systems” from the company.

Local councillors, including Waunarlwydd’s Wendy Lewis and Gowerton’s Dai Jenkins, welcomed the decision. Cllr Jenkins, who lives in the area, expressed concern that despite management protocols, an accident could release smoke over the surrounding villages.

The council’s decision is subject to consultation until 25th August. The refusal will become final if no further representations are received. Tyregen UK Ltd has the option to appeal the decision to the Welsh Government’s planning body.

The UK generates an estimated 50 million waste tyres annually, with many being exported overseas.
