DVLA announces major changes for classic car registration

New guidance simplifies the process for registering restored, repaired, and modified vehicles

DVLA announces major changes for classic car registration

Responding to the IAAF the DVLA has updated its vehicle registration policies, making it easier for owners of classic and historic vehicles to register their cars after repair, restoration, or modification. The changes follow a public consultation that received over 1,350 responses from the classic motoring community.

The new guidance, which applies to all vehicles regardless of age, replaces previous policies on rebuilt and radically altered cars.

Key policy changes include:

  • Like-for-like repairs: Owners will no longer need to notify the DVLA of like-for-like repairs and restorations, provided the vehicle’s appearance and V5C logbook details remain unchanged.
  • Structural modifications: Vehicles with significant structural changes can now keep their original Vehicle Identification Number (VIN) and registration number, but the DVLA must be notified of the changes.
  • Electric conversions: Vehicles converted to electric power will also be able to retain their original identity, with the registered keeper required to inform the DVLA of the change.

Lilian Greenwood, Minister for the Future of Roads, stated that the changes were aimed at “cutting red tape” and supporting the classic car community and industry. DVLA Chief Executive Tim Moss added that the updated policies reflect modern restoration practices and help to preserve the UK’s automotive history.

The new policies will come into effect on Tuesday, 26 August 2025. Full guidance will be available on the GOV.UK website here.
