Fly-tipper who failed to appear in court on multiple occasions pleaded guilty to environmental offences

A man has been sentenced after fly-tipping a large number of tyres on the land of a former pub in south Manchester. Andrew Parker, 38, admitted to being offered £300 to dispose of the tyres by a garage in Withington.

The incident was first reported to police in September 2020 after a security guard identified a white transit van. Police later stopped the vehicle and Parker admitted his involvement. He was instructed to collect the tyres but failed to do so, claiming his van was already full. He then failed to attend two meetings with the Council’s Environmental Crimes team.

In a separate incident in December 2020, Parker was again stopped by police in an overloaded van, this time containing garden waste. He did not have a waste carrier’s license. Further checks revealed that the vehicle’s registration did not match its VIN number, and it was uninsured. The van was seized.

Parker repeatedly failed to attend court, leading to several warrants being issued for his arrest. He eventually pleaded guilty at Manchester and Salford Magistrates Court to fly-tipping under the Environmental Protection Act 1990 and failing to produce a waste carrier license. He also pleaded guilty to offences under the Bail Act 1974.

For his crimes, Parker was ordered to complete 120 hours of unpaid work and pay costs of £600, along with a £95 victims of crime surcharge.

Councillor Lee Ann Igbon, Executive Member for Vibrant Neighbourhoods, said: “Our officers work extremely hard to bring perpetrators before the law and as this investigation shows, the offender will have to pay a hefty fine and hopefully this will make potential fly-tippers think twice before dumping rubbish illegally in Manchester.”

  1. What a pathetic sentence. Hefty fine? Really? Make potential fly-tippers think twice before dumping rubbish…? Should be thousands plus vehicle seizure in every case.
    Garages have to pay a lot of money these days to comply with waste legislation etc., and these councillors fail miserably, along with the courts, to stop it.
