Kit cars and IVA vehicles not exempt from the 2030 ban on petrol and diesel cars

Ban ’will still apply to both micro volume and small volume manufacturers’

Low-volume car manufacturers will NOT escape the UK’s 2030 ban on the sale of new petrol and diesel cars.

This comes as the Department for Transport (DfT) launches a final consultation on the zero emissions vehicle (ZEV) mandate.

In a 52-page document published today, the DfT said: “The end of petrol and diesel engine vehicle UK sales in 2030 will still apply to both micro volume and small volume manufacturers.”

The document goes on to say that “vehicles using individual type approval (IVA) or national small series (NSS) type approval pathways are in the scope of the ZEV mandate, provided that these vehicles do not belong to an SPV [special purpose vehicle] category.

”Kit cars, or vehicles purchased as a set of components to be assembled by the buyer, are within the scope of the ZEV mandate if they are new vehicles which go through the type approval process (including individual type approval). Kit cars which are of mixed or indeterminate age (i.e., those having a ‘Q’ registration plate) are not in scope.”

In other words, small-volume manufacturers like BAC, Caterham and Morgan are subject to the same legislation as the likes of Ford, Vauxhall and Volkswagen. The same is true of the UK’s kit car industry.

The government classes a micro volume manufacturer (MVM) as one selling fewer than 1000 cars or vans per year, while a company selling at least 1000 but fewer than 2500 units is a small volume manufacturer (SVM).

MVMs are automatically exempt from the ZEV mandate, which sets regulatory sales targets for years 2024-2029. SVMs can apply for derogation, which must include information on the CO2 emissions of the vehicles.

Wheelchair accessible vehicles (WAVs) will be excluded from the scope of the ZEV mandate, but the DfT says it will monitor other categories of SVPs, such as motorhomes and hearses, which may be easier to manufacturer as ZEVs than others.
